screens run draggy like trails

you know that look when you drag something across your screen like a window and you see trailing and sluggishness well then also my cpu is throttling 90%-100% and its when i move my mouse across the windows. Im thinking its my Display driver ive had this problem before and installing the correct display driver or was it video driver corrected the problem. I cant find what i need and its for a dell poweredge 600sc it came with windows 2003 server but someone upgraded to xp pro so i need the drivers please. Maybe someone knows of a driver i can use for this pc on xp pro instead of 2003 ill send a picture of the box cause i noticed on some sites its the wrong picture but the right model name. thank you.

it has a intergrated ATI Rage XL controller with 8MB of sdram not upgradeable

There's no upgrade path from Windows 2003 Server to XP, from what I've read.
If XP was installed using a clean install, then that sounds more feasible.

its still spiking up my cpu when i go on IE all i have to do is move my mouse around the webpage and my cpu goes up to 100% two iexplorer.exe in my task manager but only one webpage up, could that be why, now that i got the good display driver its got to be this what do you suggest i do?
