Scrollbar Freeze

Every time I click on a gray scrollbar and drag to scroll, Windows 7 freezes. I notice this most in explorer (first happened in control panel), and it seemed to be just a problem with any scrollbar in explorer, but then it happened in OpenOffice too. In Firefox however, there doesn't seem to be a problem. I have just installed Windows 7 RC (32-bit) on my brand new computer, so surely not a virus/malware issue. All drivers up to date. My Mobo (see below) has f4a BIOS.

I'm able to reset or hard shutdown. Cannot Ctrl+Alt+Del.

Actually, this problem seems to be happening only with the scrollbar found in "personalization." But then again it happened with OpenOffice as well. I also just caused it when I tried to resize the control panel window.

Sometimes instead of freezing, everything just blacks out and the computer restarts.

Also, when it does freeze, sometimes there are small visual artifacts in the top left corner of either of my two monitors.
