The BIOS Boot menu key will only trigger the bootable partition on a hard drive itself and doesn't offer a choice of more than one on the same hard drive. This is the function of a boot manager like Windows Boot Manager which would be configured when you install the second OS, or using EasyBCD. You can hide a Boot Manager listing using EasyBCD by turning off its boot menu timeout, which can also be done in Control Panel>System>Advanced System Settings>Startup and Recovery. A listing can also be passworded once it boots into Windows.

There is a Plop Boot Manager and Smart Boot Manager which say they have password protection for both manager and listings.

 
Yes, you would need 2 separate hard drives to do that, each unplugged while you install windows to the other, then you could just hide a letter in disk management.

If anyone knew what they were doing, they could simply go into Disk Management and assign it a letter, you would have to set it up so other users would have a standard account with limited privileges so they can`t make any changes to the system. And you would also have to password the bios.

Easy enough to do.

Businesses, Libraries etc do it all the time.
