Security monthly quality rollup kb4525235 failing to install

I have been trying to get the KB4525235 update to install, but without success. I have windows 7 home premium 64-bit with 6gb of ram. I even downloaded and tried to install the update manually, but without success. What can I do to get this quality rollup update to install?

KB4525235 requires updates KB4490628 and KB4474419 to already be installed on the system beforehand.

I just checked, and they were successfully installed in september and last week.

Let's see what the logs say.
Probably a corrupt install of prior KB.
Please download, place on desktop and run AutoSURT64.exe from my OneDrive
Folder will be too big to upload, remove the .cab files (they are compressed CBS.logs don't need)
Zip/Compress the folder and upload please.

Here's the Avast fix avastclear.exe.
Download and place on desktop, run. It will prompt you for safe mode, yes. In safe mode choose your version, mine is Avast Free. Reboot. run Ninite Avast below and it will reinstall the newest version. If you have paid version, make sure you have your key.

If you have an issue with being offered dual boot Win7 & Avast Clear, EasyBCD will permit removing 2nd boot option. It happens when avastclear offers you restart, you choose yes, and it doesn't. If that happens restart manually and it will enter safe mode.

FYI: Avast has been repeatedly notified of the their program updater errors, (CSI C Mark Deployment Not Marked) with no resolve so far. Seemed to start around the time of merger Avast/AVG. Yes, sometimes it does cause Win Update issues, sometimes, not always.

I would like to add that this is a clean install of Win 7, from a recovery drive. The optional preview 4525251 will also not install and both give the error message 8024200D. I already tried manually installing the updates and ensured that I had the prerequisite updates. I also had Avast installed, but removed it with avast clear and still get the failed install.

No luck. The scan indicated no integrity errors, and the standalone installation hangs on "Initializing Installation" for a while before ultimately failing.

Please open the cbs.log and delete the contents, the log is located at:
C:\Windows\Logs\CBS\cbs.log
open the log & delete the contents of the cbs.log, save, close.
Now run the KB that won't install and the cbs.log will fill
after it fails, reboot
upload cbs.log again, please & C:\Windows\WindowsUpdate.log
zipped/compressed it should upload to SevenForums.

I have an iso file for windows 7, X17-24208, that I downloaded in 2015. My laptop, which is the computer having this update install problem, was bought in 2013 as home premium 64-bit. Would I be able to use the iso I already have for this non-destructive reinstall?
