Self restart while installing windows with fresh build

So had a friend hit me up for a custom computer with a budget of $2500
I ordered all the parts through PCcase and are as follows

Coolmaster cm690 usb3 case
Asus m5a99x evo mb
Amd fx-8150
G.Skill ripjaws f3-1600c9d-16gxm ddr3 (2*8gb)
Ocz vertex 3 240gb ssd
Corsair hydro h80 CPU cooler
Gigabyte GeForce gtx 670 oc 2gb
Antec HCG 900w psu
LG ch12ls28 odd
Win7 pro (ledgit)

Long story short, everything is detected with in the bios but the boot device LED stays solid on, I've booted it from a win7 DVD then THE COMPUTER RESTARTS?!? It's only restarted after I've booted from the DVD, sometimes when it's at the language part but always does it when its at the install part right at uncompressing files at 0%
Now I've but about 6 rigs over the years without a problem and it's really getting to me. I've tried most sata settings (IDE & AHCI), different hdds, different sata cables & ports, cleared the CMOS(removed mains power, removed the CMOS battery, moved jumper waited 5min, held down power button, waited 5min, replaced battery, moved jumper back, replace mains power) the mb memOK function gives the RAM the all clear as well as the windows memcheck after 5 passes, everything was seated with a wrist strap, I've checked the ssd with sata to USB interface and my laptop gives it the all clear (oh yeh I chech with a diff HDD) and the mb has the latest firmware, USB flashed.
This is not my computer, its for a friend, so anything would be great, my friend understands and is being great about the situation, custom builds can have problems but they can be fixed.
Again any help would be great!!!

If it is EFI BIOS, then remove the EFI Boot disk from BIOS Boot order, set DVD to boot first, boot into DVD Command Line accessing DISKPART At PC Startup to run Diskpart Clean Command followed by the commands Convert MBR and Exit, then Clean Install Windows 7.

Try removing a stick of RAM to do install. Then swap sticks.

Did you burn the DVD yourself? Try burning another confirmed ISO to DVD using ImgBurn at 4x speed. Then try writing ISO to flash stick using Universal USB Installer with Win7 in dropdown menu, boot under USB, Removable or HD's.

Try unplugging all other HD's and peripherals, wipe the target HD with Diskpart Clean Command. If install fails again wipe again then create and format an NTFS Primary partition marked Active using Step 2.2 here: SSD - HDD Optimize for Windows Reinstallation

Hi guys, the problem still continues with a new mobo, sabertooth 990fx.
About the ram... In the bios I noticed that the ram hase been set to 1333, not 1600 as it is rated, I've run memtest from the windows DVD and let I go for 15 passes, still no problems, the ram is not on the compatibility list but with it being rather new I just gathered it hadn't been tested yet and got it any way.
Oh note... I breadborded the set up, mobo setup on retail box,and got a bsod, when trying to install windows.
If any other details could help please ask.

Stop with the two running threads for the same problem. I am still waiting for answers to the first question posed in your other thread about the source of the iSO and whether you burned the DVD yourself. If you'd answered instead of goofing around you might not have needed a new mobo since this is a known issue and is almost always the installer.

It is a factory DVD with a unused key, my post that mentioned an iso was to make or download one and use a USB, with the intention of ruling out the ODD.
