Is it possible to create a self signed certificate (non transferable to other PCs) for executables on my PC only ?
(MS-Excel 2003) used to allow self-signing for template (XLT) files and addin (XLA) files)

Free Bitdefender blocks (I suspect) unsigned programs without warning.
No alerts, no warnings and is supposed to move those "suspect" executables to BD quarantine.
In the last week, two EXE files have disappeared (by Bitdefender) into the ether.
I have been using both programs for the past 5+ years, and suddenly Free-BD loses them

My experience with BD (pro) over the years is that it is very unstable , requiring clean installing ever few months on multiple PCs.

---------------
SPECS:
Win-7 PRO x64
AV: Free Bitdefender
Anti-Executable: Voodoo Shield PRO (VDS) ... uses a white-list of safe EXEs (created by me)
- VDS is not an AV, so there is not any clash with AVs
- if VDS detects a non-white-listed EXE it *always* shows an alert

Well, if it were me, I think I would look into getting another anti-virus program.

I ditched Norton for the same reason. It kept quarantining programs that I was compiling. Anything that I compiled to test while writing software went straight to quarantine. That was the end of that.

is very good antivirus in its free version, so that it does not send you to the recycle bin you can exclude the file you want. The exclusions are usually for complete folders or specific files, xml, docx, ppt, exe, finally a series of files. That if it is not based only on the icon that looks like the virus is disguised in many ways, always have the active configuration option, see the file extension.

Just using MSE with MalwareBytes and SuperAntiSpyware for scanning twice a week.

Seems to be working fine. :)
