Send to menu

How can I add a program to the "Send To" menu accessed by right clicking a file name. Send To is a hidden file and whatever I try I get a message "Access Denied". I am the administrator. I have tried accessing the file, dropping a shortcut into it, and tried to get higher access permission, all without success. I an using W7 (x64).

Go to Start menu and type... shell:sendto... right click on open area and select new and then shortcut.

In addition, once you are in the sendto folder, you can sort the entries. The sequence of the entries in the sendto folder will be the sequence in you right click context menu.
I found that to be handy when I added an ATEMP folder to the sendto. I use that folder a lot for e.g picture editing and it is handy to have it first on the list if you use it all the time - less navigation.
