So, that was poorly written by who ever wrote those instructions. This you have to take into consideration on the Internets when your trying to learn or find an answer to something and think it's not the answer or doesn't apply. Well, it is the answer and it does apply, but the person is a moron. LOL I've seen this type of thing so many times it isn't even funny, it's a PITA. Especially when you're trying and trying to fix some stupid little issue. So having said that, let me rewrite what should be said in as clear as possible text for all to understand. Note: I'm not a famous Russian author or write technical manuals.
To allow the Windows Start menu to show all or some items of your choosing, right click the Start orb and chose properties. In the menu that reads on top, "Taskbar and Start Menu Properties", you will be in the Start Menu tab by default. At the top chose the "Customize" button. Within this menu called the, "Customize Start Menu", you'll see a long list of radio buttons to chose from to allow you to show or not show certain items in your Start menu.
That's about what you quoted is trying saying. Nothing more, nothing less. Those are the "settings" being referred to. When that person says "settings" they mean properties. Right click the Start orb | properties.
By the way, I did the math and you have an average of one post per two years. LOL
