Solved shell:cookies

Hi
I use to be able to type the title test into the run dialog and it would show me the cookies on my PC. I tried private browsing once-I think that's what caused this to happen:
Shutdown, etc disappeared form the start menu and shell:cookies just showed an empty folder. I have shut down back but still cannot view the cookies. IShell:cookies does take me to my user folder app data etc, but its empty and I know i have cookies to my favorite sites
Any ideas?

Their are nop issues except the stupid message about the DNS server not detetced-which seems a bit bogus.
System restore also fails even in safe mode

For Shutdown try this: Press start, then press the right arrow twice, then type the letter " U ".

C:\Users\USER NAME\AppData\Roaming\Microsoft\Windows\Cookies\Low

Viewing hidden files (and /or view operating system files) must be enabled to see the folder:

As I stated I never had the .ini icons on the desktop and I have been selectivly deleting the cookies for 1 year now, probably longer. whatever happen when shutdown disappeared (it's back now) must have changed something.
Very strange indeed edit: Yes, low is empty, always was though?
