Shell32dll file GONE !!! I NEED HELP !!:,(

Ok so as I was trying to install a theme one of the steps was to move the shell32 file so I did but when I did my computer it would not do anything so I restarted it and now all I get it "the program can't start because shell32.dll is missing from your computer try reinstalling the program to fix this problem." and the it starts welcome then says "the instruction at 0x000000 referenced memory at 0x0000000 the memory could not be written. Click on OK to terminate the program." then says previously said shell file problem 2 times. Then goes pitch black and I can only move the mouse. And I've tried safe mode and it will said previous said problems and will act the same. I really need help I don't know what to do :,(

Either a system file check (SFC /scannow)

Or a repair install from the dvd

How do I do a sfc ? And I don't have a CD how much are they and where can I get one ?

Run a system file check to verify and repair your system files.
To do this type cmd in search, then right click to run as administrator, then
SFC /SCANNOW
