ShellExecuteEx failed; Code 5 when installing astronomy programs

Hey guys and girls

I keep getting that error when trying to install Stellarium 0.12.0 Release Candidate 3 (didn't have a problem installing Release Candidate 1) and also Skychart.

I also tried 'run as administrator' with those programs and I keep getting the same result.

Any help would be appreciated

I've reinstalled Windows 7 which has fixed what ever the problem was, thanks for all of your assistance.
