Solved Shield on the .EXE file. PLEASE HELP!

Huh, i have downloaded a virus called "PDM.RootShell". Detected by Kaspersky IS 2011. I have rebooted my PC. Some bugs had fixed, but not all...

I have the yellow and blue shields on many .exe files , like this:

404 Not Found
Shield on .exe file.

And then i'm trying to open an .exe file, it shows this table:
404 Not Found
Translation:

These files are denied to oepn

Your internet protection settings denied to open one or some files.

Why I can't open these files?

Someone could explain what i need to do? I'll really will be thanked, if someone will help to fix the problem...
