Shift temporarily disables NumLock. Can this behaviour be changed?

Hello guys!

A simple question I couldn't find an answer to yet sadly.
I am using a (German) copy of Windows 7 Professional x64, using the standard German keyboard layout.

As you all know, pressing Shift temporarily disables NumLock.

Let's pretend NumLock is active: Pressing Numpad0 sends the scan code of Numpad0, while Shift + Numlock0 sends the scan code of Insert.
If NumLock is deactivated, Numpad0 sends the scan code of Insert as well, but Shift + Numpad0 sends both scan codes of Shift and Insert.

What I want now is that Windows doesn't take these two scan codes of Shift and Numpad0 (or any other Numpad number key and comma) and turn them into the single scancode of Insert when NumLock is active. I want to have both scan codes of Shift and Numpad0 being send.

Is this even possible? I heard that this behaviour is hardcoded within the default keyboard driver, others claim that it's possible to get rid of this behaviour by making some changes in the registry, but noone was able to tell how.

I would not recommend modifying a registry to anyone not proficient with its configuration.
Small changes to it can have drastic results. Been there, done that. Not pretty.

I would recommend living with your keyboards existing configuration.
