Sometimes, unregistering and re-registering WMIUTILS.DLL file will fix this issue.
1. Click the Start button, and then click All Programs > Accessories > Run.
2. In the Run dialog box, type the following text:
regsvr32 /u WMIUTILS.DLL
3. Click OK.
4. Restart the computer.
5. Click the Start button, and then click All Programs > Accessories > Run.
6. In the Run dialog box, type the following text:
regsvr32 WMIUTILS.DLL
7. Click OK.
8. Restart the computer.

V This issue which I am now getting.
strange security behaviour
Today i had 3 notifications in the action center flag area. my norton firewall,anti spyware and virus protection are switched off,(this is on my desktop)
they show they are on when i open norton. this evening i turned on the laptop only to see a notification to say macafee protection is off. i switched it back on.
is this coincidentall to new microsoft security releases
could there have been some thing in the updates recently that create this issue
Minus the macafee and I could have wrote this word for word. I have Norton 360

Not quite clear on the exact problem/s? Probably some conflicting behavior between all of that as the culprit.

Those commands are not changing the registry in the normal meaning.
The first unregisters the .dll with the system.
The second registers it again.
Registering a DLL puts the path to the file in the registry where it can
be looked up.
Sometimes this gets corrupted.

I have the basic windows 7 stuff but it's not active. Norton 360 is it.

The problem is just a warning in the action center that's disconcerting.
It says:

Norton Firewall is turned off

Norton Anti-spyware is turned off

Norton Virus Protection is turned off

Yet when i check with Norton all three of these & everything else it does seems to be running properly.

  1. Get rid of Norton....run the removal tool from their website.
  2. Run the McAfee removal tool from their website....it has been on your system at some point.
  3. Install Microsoft Security Essentials.
  4. Enjoy a faster, more stable computer.
