Should Windows OEM now include SP1

I just purchased an OEM version of Windows 7 only to find that it doesn't include SP1. So I'll have to download SP1 like I did for my other system.
The problem is apart from the nuisance factor I can't do repair installs.

What do you think - is this normal practice.
When I raised the issue with the OEM distributor and Microsoft they both told me to get lost and download SP1 if I want it!

Before opening the seal it had Build date 05/09/11 with MS labeling all over the packaging.
I would have expected a half decent software Coy to rectify the situation. Also at this stage MS should not allow new sales of non SP1 Windows.

Yes, can be used with OEM product key. All win7 disks are identical.

You should compare the build string (should start with 7601), size and hashes (SHA, MD5) with the officially known and publicly available figures (MSDN iso's) for SP1 integrated disks. Google.

SP1 integrated disks became available to MSDN and technet subscribers way back in Feb this year, so its pretty laggardly of MS.

And you can take SP1 and slipstream it into the Windows 7 disk and make your own installation disk from your OEM disk.

I'll read your response in more detail when I wake up.
But what I was disappointed about was that I expected the OEM disk I bought yesterday to have SP1 fully integrated. I have successfully downloaded and upgraded my existing system to SP1 but this comes with disadvantages.
