is there a program that shuts down my computer WITHOUT installing updates?

Run sfc/scannow at an elevated command prompt, if that won't do it, run Malwarebytes Anti-Malware and Super Anti Spyware twice, once in Windows, once in Safe Mode. If it is an infection, delete all your restore points.
