Simple video downscale application

I'm trying to get a bunch of AVI videos onto my blackberry storm. directly copying them works, but the video is jerky and stuttering. I tried using different software to convert it, but no dice.
Mplay wouldn't even read the videos
RoxioMM, what is included with Blackberry Dsktop Manager, converts to a format which the storm refuses even to play
WMP sync and handbrake with suppossed "good" settings, has perfect audio but no picture
since the videos already mostly work, I believe all I have to do is downscale them so that the blackberry can play them easier according to:
Video Scale Size:
If your source is 4:3 use 480x360
If your source is 16:9 use 480x270
Use 1:1 Aspect ratio for both.
Frame/Sec: 25
Video Bitrate: 1248kbps

Audio:
Audio Bitrate: 64kbps
Sampling Freq: 44100
Channels: Mono

what is the best program to do this that is not extremely difficult to figure out? thanks
