SiS190 100/10 Ethernet device cannot start after installing W7

really 1 network card in machine???? I see 2 in device manager. and is says.... network cable unplugged. But cable is connected and working fine.... linux networking is working.

Does linux see 2 network adapters?

Please uninstall the sis ethernet controller in win7 and try again. Or even uninstall both, reboot and let win7 find the network adapters.
