Skype Not Showing The Option To Select A Background

I cannot select a background for Skype (latest version) because that option is missing from its settings. Everything else works. I found a suggestion to delete the entire folder Skype For Desktop and let it recreate itself. I did that but it still did not fix the issue. Anyone with a solution? I also completely uninstalled and reinstalled Skype to no avail. Have a i7-3770 processor if that matters. I recall reading that some real old processors may not support the protocol, but this one is not that old.
