Slow scrolling?

When there is also a lot of graphics intense pages open, scrolling via scroll wheel or touchpad is also very sluggish. It takes long time to scroll down, but using scroll bars, it is very good. Is that graphics related? Does it have to redraw differently when you use the scroll bar vs the scroll wheel/auto scroll?

Depending on the web browser in question (you didn't say)
It could be that you simply need to enable smooth scrolling in the advanced browser options.

Smooth Scrolling on/off, same result.
I tried with IE9, Firefox 6 and Firefox 8 64bit. Same result. It feels like graphics related, not browser related. Even IE seems to struggle more in comparison to 'fox. It is really not a smooth scrolling limitation. The more I pull the mouse down (after hitting center) the more sections it skips, like 1/4th of page a time. As opposed to when I do it on this very page I am typing, it is extremely smooth.

Here is my graphics snapshot, is there anything I can do to speed this up?

Sadly no, intel graphics never have been all that great. They actually dumped their project to try and produce a chip that could compete with nvidia and ati after 5 years of dev because they just couldn't do it.
By current standards that graphics chip doesn't even rate among the cheapest stuff you can get from the real names in graphics.

I understand, that's no problem but is there anything I can adjust to make it slightly better?
I also have a bad stutter in music playback caused by google maps trying to redraw when I go around the map. I had non of these problems in my 3,5 yr old laptop with even less RAM and Graphics. [Vista 32bit, Intel Core 2 Duo T5550 / 1.83 GHz, 3.5GB Ram, DDR2 SDRAM - 667.0 MHz , Mobile Intel GM965 Express, 250GB 5400rpm]

Have you verified you are using the latest driver for the hd3000?

It shouldn't be difficult to find on the intel website.

The only other thought I have is to turn down hardware acceleration to the third tick from the right.
That will disable some of the more advanced direct draw features.
We obviously have a conflict here but I'm used to reading minidump files from actual crashes so this is kind of like flying blind to me.

Another thought I have, though I kind of find this unlikely... you can try disabling your av/firewall for a few minutes to see if it performs better without them loading.
(you'll want to disable then open the browser)

I really doubt that scrolling a page would tax your graphics processor much. Pixel level smooth scrolling in FF6 uses about 25% GPU on my x4500 which is considerably slower than yours. Opera's smooth scrolling is much more efficient and uses about 15% GPU time.

Perhaps the problem comes from the mouse/touchpad driver settings.

But it is all different mouses, same problem. Logitech & Microsoft, etc..
It also scrolls perfectly fine in other applications or when there aren't heavy graphics/animations on a web page.

Yeah I'm honestly running low on ideas, apparently the windows side video acceleration stuff isn't accessible with your graphics (or mine for that matter so don't feel bad I actually have a gaming card)

I'm going to step back for a few here and see if someone else can give you another suggestion. I'm about dried up. In my own personal experience the smooth scrolling setting in the browser has always fixed this specific problem. It seems what you are suffering from is something different though.
