Software That Cools The OS Down & Prevents Overheating

Is there any software that cools the OS down & that prevents OS from
overheating?

It doesn't depends on software, but the overheating happens because of CPU and GPU usage. You must try to limit such usage to cool the computer. Also you can try underclocking your CPU to limit usage but this has a negative effect on performance.
Dust can also cause major headaches particularly in notebooks, if you know how, open the case and clean up coolers and remove all the dust. In my case that really make a significant difference.

Its not the operating system (OS) that gets hot, its the physical components of the computer (CPU, RAM etc.) that get hot.

The design of these components, and the way they are placed within the computer case with appropriate cooling fans determine the temperature at which the operate.

There is software that controls the revolution speed of the CPU/RAM/GPU/case fans in response to temperature, but in general terms there isn't any generic software that can be used to cool down a computer - its all about the hardware.

I use RivaTuner to control the speed of the fan on my NVIDIA GPU and have dropped the temp by over 5 degrees.
SpeedFan is another that can be used.
