Some color problems

I didnt know what kind title I had to write so I write "Some color problems" and where to post this topic.
You can see that problem from "screen_color.exe" I recorded it with BB FlashBlack Pro and its video 16sec long and its in slow mode 1/4, so you can see that problem and sometimes when my PC is laggy I can see that flash more then sec. I have this problem now ~2days.
Do someone know how to fix this problem?

I kinda got it fixed for few days when I updated my video drivers. And I have same problem again.
I'm sick of my PC problems... color, taskbar problem and now my USB HD dont want to get connected.
Would really like to get fix everything. Well I think I could get color and taskbar problem fixed when I install my Win7 again.. but I dont want to it again, reinstalled ~3months ago.
