Some how my permissions were changed. Help!

So, after I was unable to save a .cfg for a game I did some googling and found a user account I had not created while trying to "fix" my read only problem. I must have done something wrong because now the windows installer cn't be found. I did virus scans with bitdefender kasperskys AVG and game up clean. Hopefully someone is able to help.
