Some webpages fail to load in any browser in Win 7 64-bit

No matter what browser I use some webpages will not open. I usually get the following error code:

An attempt was made to access a socket in a way forbidden by its access permissions 184.172.52.99:80

For some websites the IP address will be different but the port will still be the same.

I tried the following:

1. Flushed DNS cache
2. Disabled Firewall and AntiVirus
3. Opened port 80 in Windows Firewall both TCP and UDP
4. Through cmd I reset the TCP/IP
5. Changed DNS servers back to default (I was using OpenDNS servers) then flushed DNS cache again
6. Added the URL to the whitelist in my account in OpenDNS

None of these has resolved the issue. There doesn't seem to be any rhyme or reason as to which websites I get this error message on. I would appreciate any help anyone could give me. Thank you in advance.

It dawned on me what the culprit might be when I started up my computer just now. I got a message from PeerBlock that it was updating its lists. So, I decided to turn it off and lo and behold it worked.
