Some webpages load and others do not regardless of browser

Some web pages load perfectly (like this one sevenforums.com) while others do not (harborfreight.com). The ones that don't work either timeout or load without images (see attached). I've run CCleaner, tried running a cmd prompt (sfc scannow), rebooted the router (Netgear R6300v1) and still no dice. Any ideas? Thanks for the help! Oh other devices on the network are fine and pages that do load do so quickly.

Try expanding your cache size too !
Also, a run of R-Wipe & Clean (if you have it ..) is,strangely, far more effective than CCleaner's cleanup.

So I tried the clean boot and reset the host files and the same issue remained. The Harbor Freight site loads the images now but other sites like Costco.com will not load at all. Any other suggestions?

I disabled both MS Security Essentials and the one ad blocker I was running in Chrome and still no dice.

Have you tried any of the x64 browsers such as Palemoon or Cyberfox and apart from Chrome what other browsers have you tried

1 - Scan for malware. Some of them can create issues when browsing.
Get a second opinion other than your main AV. You can install and use an on-demand scanner (ex : Latest Versions | Virus Removal Tool | Kaspersky Lab )
I also recommend checking with https://www.malwarebytes.org/

2 - On each browser, delete all temporary files and clear the cache. How to do that depends on each browser.
In Chrome : Settings > Advanced > Privacy : Clear browsing data > Select (from the beginning of time), check Cookies and other site data + Cached images and files

3 - Force a full reload on the pages that don't work properly (CTRL+F5)

4 - Check the same pages without any addons running. Firefox and Internet Explorer can be launched in "safe mode" which does just that : How to run Firefox or Internet Explorer without addons in safe mode

5 - Clear you local DNS cache : Open a Command prompt (Start > Search : Command Prompt), then type :
ipconfig /flushdns
ipconfig /release
ipconfig /renew

6 - Change your DNS servers, you can try Google Public DNS or OpenDNS. Here is a tutorial for configuring Windows 7 to use OpenDNS : http://www.sevenforums.com/tutorials/15037-dns-addressing-how-change-windows-7-a.html
If you want Google's instead, you only have to replace the 2 numbers in the last part of the tutorial by : 8.8.8.8 and 8.8.4.4

7 - Re-check that the hosts file hasn't been modified.
Lauch Windows Explorer. Go to C:\Windows\system32\drivers\etc
Right click on hosts > Open With > Notepad
Go to this link and compare your host file to the one shown at the bottom : https://us.battle.net/support/en/article/checking-your-windows-hosts-file
If they are the same, nothing needs to be done. If different, something has been tampering with it in your back since the reset (could be your AV, or even malware).

@Oneeyed, before I proceed with your solution let me add new information to my problem. It appears that all devices on my network are unable to reach certain websites. I keep trying Costco.com and neither the iPad, iPhone, or PC can reach the site. I read around and tried setting my MTU at it's optimal (wound up with 1428). Still no luck. Any idea what this is?
