Sound distortion during specific pc usage

I recently had a problem with crashes and posted it here:

Now with a fresh install I notice a weird problem with my sound that's related to those crashes I had. When my game TF2 would crash, the pc would lock up and the sound would loop and sound distorted.

After that new install, I haven't had any problems but when I go in the device manager and click on "Scan for hardware changes" or when I'm installing software, and I have music playing, the sound will distort for a second or 2. The cpu usage barely reaches 40% when this happens. It's same distortion when TF2 would crash.

My driver's are up to date. Any help?

Edit: It happens no matter what is producing sound: Youtube, Winamp, Windows Media Player.
