There is no sound card. Everything is on the motherboard.
There might be a setting in Windows 7 to fix the echo but I can't find it.

assuming it's a Realtek onboard sound device, check the manual at page 1 to see if you have any of the environmental effects in force..

Thanks, I found the solution to the problem.
Change the Control Panel to: Sounds//Enhancements/none (was set to bathroom)
that fixed the problem

This didn't work for me. The problem was due to a poor ground connection on the stereo jack going to the speakers. This leads to the two stereo channels being added in anti-phase to each other which leads to an echo-like effect. You can prove whether of not you have this problem by moving the balance control to one side or the other when the echo should disappear. Alternatively try using headphones in the headphone socket. Cleaning the plug and socket (or in my case simply removing the plug and replacing it) cured the problem.
