Solved Speach recognition fails to start

I have a working headset, can record and play back audio files, I have gone through the speach recognition tutorial - 3 times to completion. Rebooted the machine. Still no sign of the speach recognition control panel - no error messages. Zilch, Nad, Nothing.

Any ideas?

This is an OS or configuration problem, not an "audio" problem. If the speech recognition software was working properly and then no sound, then it would be an "audio" problem.
