Click right mouse button on "task bar" then click "properties" click the star menu tab then change the "power button action" to "shutdown" Or failing this you could also just hold in the power button for +- 6 sec which will shut it down.
This is just a workaround ...

Windows Key does not open Start Menu when the problem present. The start menu failure occurs randomly. I have been watching it for several days now, it usually occurs at least once a day.

I installed the control system gadget and it works for shutting down system. I can just log off and log back on and the problem is fixed.

Any ideas what is wrong??

Not sure what may be the cause, but you might see if running a sfc /scannow command may be able to help.

Place the shortcut somewhere out of the way, and if your keyboard has software that permits, program a hotkey to the file, so that you can restart with a keystroke. I did this with XP, and it was handy if the system crashed, and the keyboard still had functionality.

Has the problem been there ever since Win 7 was installed or did it start later? How was Windows 7 installed (upgrade/clean/etc.)?

I think the thread has lost focus of the original problem. The start menu not working consistently.

Win 7 worked properly from instillation (on the release date) to about 5 days ago. Win 7 was a clean install. sfc /scannow ran without any reported errors.

Oldspook,

You might see if doing a system restore using a restore point dated when it everything worked ok may be able to fix this for you. If not, then you can do a repair install.
