Er... the very second item in that link mentions that it doesn't work for things like the start menu button.

It would be nice to know where these tooltips are stored. There's very little value for me for a start menu tooltip that says redundantly notes "Start"... I'd like it to read "PANIC" or something equally hilarious.

All the comments are stored in properties, except the start menu. I'm sure that this is stored somewhere in the programming of explorer.exe

i found this, but i dont know if it relates to win7, and it states that some buttons are not affected.

tbone1321: that resource must be for xp and not windows 7? I don't have 'dllcache' in System32 or SysWOW64.

i just found this tutorial. i didnt try it myself, but it claims to remove some or all balloon tips. including the start button:
