startup repair XTREME loop

hey people
i turned off my computer during startup (hard shutdown) because the screen went out(happens sometimes, my computer is kinda old) and when i turned it on again it showed up in boot with two options, either run startup repair or run windows normally, and here is the loop, i ran startup repair three times (and am currently running the fourth time while typing) and it always ends up with a box saying that startup repair has encountered an error("startup repair offline" error) and when i choose the run windows normally option, i get a nasty case of BSOD right after the starting windows bootscreen
i tried repairing it with windows 7 repair(the one from the dvd), same thing. i tried MSDART(Microsoft Diagnostics and Repair ToolKit) emergency repair disk(ERD) and it didnt work. my last hope which i am gonna do now is boot Ubuntu from a USB but my i know it wont do any good
PLEASE AND I SERIOUSLY MEAN IT, HEEEEEEEEEELP ME

Whenever i can however adjust the bios settings but whenever i try to access the safe mode things it just diaplays a screen with two options one to start startup repair and the other to start windows normally.
I get an error with the startup repair and i got a damned big fat nasty BSOD with thw other thing
