startup then slow down

OS: Windows 7 home premium x64
Laptop: Dell Studio 17
4GB RAM
i7 processor

After the initial startup being absolutely fine the laptop starts to slow down significantly to the point of only being able to move the cursor in the screen, none of the programs respond anymore and websites such as google get stuck loading, there is absolutely no problem with my internet as it works for all the other laptops in the house. CTR + ALT + DEL also has no effect whatsoever and so the only option is to restart the laptop (which I have now done several times)

Starting the laptop with safe mode is also quite slow however programs do run, I have tried disabling startup programs I dont use and even tried reinstalling windows however that crashed as well, any ideas on how to fix the problem would be greatly appreciated

Two possibility to check.

1-Malware
download and run malwarebytes.

2-System configuration issues
Run a system file check

Run a system file check to verify and repair your system files.
To do this type cmd in search, then right click to run as administrator, then
SFC /SCANNOW

Good idea zigzag re Malwarebytes...

Down load the free version > update immediately > run a FULL SCAN > let us know what the scan says on completion.

I have tried installing malware bytes and trying it both in normal and safe mode with networking, in both cases it has crashed on specific files and won't get past a certain number of files (the scan has crashed on quick and full).

also to note: 24 errors did come up in the scan but because i can't physically stop the program from scanning once it has started I don't know how to remove them

would the system file check work in safe mode?

sfc /scannow also fails to work and gets stuck on verification 3% in safemode, it keeps saying windows explorer has stopped working and restarts it afterwards, whats wrong with my system?

Probably time for a repair install at least. A clean install even better.
