Static Ip Management with moving pcs

So i have a question which has been answered but i thought my situation is a little specif.

i need to manage 350+ static ips (One Large Workgroup) but the hurdles i have are:

1: they all the the same pc name.

2: they are all "assigned" a physical location. ex Seat #1 would have a seat id of 1 and an ip address of 172.32.5.1, seat #2 would have seat id 2 ip 172.32.5.2 ect.. (seat ids are set in the bingo program itself) win 7 hp on all pcs

but im working on a script to set those correct but gotta get the ips set in the correct physical locations before i can mass set the seat id as well.

And to top it off we swap units on a daily basis when they break.

we cant/wont use switches to manage this cause i think that our best bet. but im just working my way up the ladder and want to get this place in shape.

mac address wont work either cause they change as units are swapped out

and with pc names all the same i cant do it that way either.

Any advice it greatly appreciated.

Windows 10 Enterprise.
Home Premium is for home use
350 computers on Work Group is business.
Businesses run
Windows 10 Enterprise.

I've migrated a bit of data on a few business machines in 2019

i agree but the higher ups and shareholders will put that off till the very end.

A couple of questions beforehand.
Why all computers have the same name? In a subnet, each should have an unique, different name to help identify them. Having them named by seats seems fine, except if they move around all the time.

It's clear that you don't want dynamic IPs, as they may change. But why? Why do you want to relate the IP address with the physical location of the computer? It's simply better to let DHCP assign IPs or keep them static. Your requirement seems to contradict the purpose of IP addresses.

Most important, why are the computers being shifted around on a daily basis? Why the computers break so frequently?

I don't understand the REAL reason behind those requirements. What do you want to accomplish though that?

1) Static addresses are best done on the source side (the modem) rather than the PC side because if the source changes the ip to one thing and the pc is trying to use another it won't work.
2) How in the world are you going to network 350+ computers without a switch? Your easiest solution is to set the ip's on the source using a router and set the pcs to obtain an address automatically.

I worked at Barclays Bank and they used. Static IP so they could trade what each person was doing

I used NetSetMan back in my XP days myself. Try one of these programs. You might opt for the portable ones and keep the config file in the folder for quick settings adjustment on each new computer, etc. Just one click of a button and that computer should have the preset IP address, etc that you predefined.
