Steam can not connect to server

I have tried reinstalling Steam from disk and downloading it from Steam and I still get the error "Steam can not connect to server". I check the services and found that Steam is in manual start and if you try and put it in automatic it gives an error message, unknown at this time until restart. (I have gotten the service to start but no luck in getting Steam Client to start.) I check for error codes and found error 7000. I am the administrator and had no luck with anything. (I contact Steam and that was a fail, did everything they suggested.) I have had this problem before on my gaming system before the motherboard fried and can not figure out how to fix it, any suggestions?
