Steam games Major FPS Drop

Hey everyone, I'm Existence.
I recently installed Windows 7 build 7000 x64, and I love everything about it. It is definitely going to be my main OS, however, I have one problem. Whenever I play any Steam/Valve game (TF2, HL2, CS:S, L4D), my FPS is extremely low. I get maybe 20-40 FPS, whereas if I boot my XP partition I get 90-150.

I have a Radeon HD 4670, Athlon 64 3800+ X2, and 6 GB of ram.
I disabled the Aero effects whenever I play, and try to keep background processes to a minimum.

Also, I think it may be my CPU. When I have task manager on my second monitor, and I play a game, the CPU usage is always 80-100%.

Any help is appreciated.

I am having the exact same issue. I have the Athlon 4000+ San Diego, 2GIG DDR, 4850

I have tried everything to get my FPS back up. If I run at 1400x900 or if I run at 1920x1200 I have the same FPS. :cry:

I cleaned out all of the video drivers and reinstalled 9.3 but no luck.

ATI Drivers 9.4 just came out and my performance went up about 50% in CS:S. I think it may still be a little slower than XP but it is playing very well now compared to what it was before. I am happy.

Well spoke too soon...I still have FPS issues with Steam games. My suspicion is the CPU.

wow i haven't had any FPS drops what so ever in CS:S
still keeping a 220 - 280

Sometimes drops to around 170 but that is the lowest i have seen on win7 so far.

I dont know if this is relevant , or if it will help , but I run my steam games with a set of launch properties , i.e -heapsize xxxxmb(sets away amount of ram for use in game) -high (is meant to give priority to game from cpu)
others include -noforcemaccel -noforcemparms -noipx -nojoy -console -tickrate 100 -refresh 100 -noforcemspd and of course -dxlevel 81 (so as to run them under DirectX 8.1 as it runs better in that format)

For the most part I haven't seen any big FPS drop on any game installed on my comp. The only game we have in common though is L4D and from what I can tell it's still running perfectly.
