Sticking on bios after installing Windows 7

hi there,

im installing windows 7 on my PC its,

Intel DG41NJ ITX Motherboard
Intel Celeron E1500
2x 1GB ddr2 ram
1.5tb samsung HDD
Samsung DVD/rw

basically what is happing is when i have installed windows 7 it goes to the screen saying "starting your computer for the first time" then switches to saying "shuting down" then reboots and sticks on the second bios screen, i am using a usb mouse and key board which i have tried unpluging after the last screen which didnt work, i have cheeck for the lastest bios which i have, im running out of ideas???

Also I have an old Windows XP Laptop for backup/occasional use etc.
im not to sure it installs xp fine and drivers are all good on xp as soon as you install 7 it gets as far as the welcome screen and then says shutdown, have tried using an earlier bios but this hasnt help??? thanks for the reply
