Sticky Drop down menu help

Recently, whenever I right click something to open the drop down menu, It is really laggy and sometimes "sticks". There is no way to describe it, So I made a video. Sorry for bad quality, compressed to save time.

This will only go away after I open a full window like call of duty or battlefield.
