Still missing icons

I tried those steps and it did not work so I did again after a restart and see that I am missing those two things that are deleted. I assume they should regenerate after a restart but are not. Any thoughts? Below are the return messages in the command prompts when I enter each individually.

I get "Could Not Find C:Users\ekrass\AppData\Local\IconCache.db" and "Could Not Find C:Users\ekrass\AppData\Local\Microsoft\Windows\Explorer\iconcache*"
