Solved Stone cold computer starts with CPU fan racing

A lot of Dell's do that until Windows loads or is loaded.

I would suspect the BIOS is set for fan full speed. If your BIOS has fan speed options that could be one issue.

Some of my HP desktops had the same setting. It's like a spin up test so you can tell if your fans are dead before things get hot. But it can be annoying. There should be either a enable/disable or a voltage setting. You should be able to look at fan speed threshold to get a voltage setting for use when the cpu is cool, as a reference.

Hi. I posted that from my Dell machine, causing confusion. It's the HP Windows 7 machine that was racing. I decided to clean it and took off the heat sink/fan assembly and, finding the paste really dry, I wiped it off and applied new paste. It's now purring like a kitten.

But the setting issue is interesting. The next post tells me it can't be disabled or changed in HPs, so that solves that part !

Yes, it's an HP. But I suspected the problem might be dust or dried out thermal paste. Resolved! Purring like a kitten.

They probably stopped setting the fans to spin up full speed during BIOS check because I'm sure it generated support calls. I had HP desktops where the BIOS settings for fan speed control were only accessible via an Easter Egg if you can believe that. I guess they thought only setup techs would need to access them in those days.
