Stop standard users from Printing

Hi! I have two kids who like to print stuff.

Can I disable their ability to print, or require an Administrator Password to Print?

If all else fails, unplug the cable to the printer when you leave or what. Simple, but effective and free

All of the print protection software I have seen is not free.
