Is this normal Win7 behavior?

If I press it once and if the screen appear that tells me that some programs are preventing the shut down,if I click Cancel, the power button will not do anything if I press it again after I close all of the programs.

I can turn off the pc when that happens only from the start menu or wait around 1 minute. Then I can press it and if no programs are running, then it will turn it off.

Stop, stop, stop using your power button to shut down your computer.

Close all programs and browsers you are using. Then use the Shut Down button off of the Start Orb.

That is the proper way to shut down a computer.

?
Multimedia keyboard with power button which act the same way as the pc power button and both of them can be set to do panel of 3 things from the control panel
The same thing as laptops power button.

Don't know who said it's bad to use the power button to shut down the pc but I've been using it(on WinXP)since I got the keyboard more than 6 years ago and nothing bad happen.
It's bad when you hold it(the pc button not the keyboard),not press it.

Yes,from the start menu I can always turn it off but not from the power button on the keyboard\pc(which was actually my question if this is normal behavior in Win7...something like that never happen on WinXP)

What ever method you used in XP is of no concern.

Now I understand what you are trying to do, I think.

You want to set certain keys on the keyboard to shut down after you close all open programs.

This is the only way I know how to do that.

Windows key/right arrow key/Enter.

That will shut down the computer.
I don't know how to do it with one Key.

My keyboard has a button that when it's pressed,it's acting the same way as if you pressed the power button on th epc
https://www.google.bg/search?q=keyboard+power+button

Let me explain the situation one more time and how to trigger it
1.Firefox is running or any program that ask you what you want to do when you try close it(notepad++ with unsaved documents)
2.Press the power button on the keyboard\pc
3.Because of "1",windows will say that those programs are preventing the shut down process(you can choose to force close them or cancel).Choosing will allow you to close them manually but by doing so,the power button will do nothing for the next one minute after you choose "cancel"

On winxp, there is no such window and windows is acting as if you choosed "force close"
From the start menu you can bring that window(asking you what to do every time you try to shut down\log off)if there is something like "1"

The question is, why are you trying to shut down Windows with things open? The best solution is to close every open window down before you try to shut Windows down. That way you don't run into the problem of having to hit cancel, close everything, and then the power button on your keyboard doesn't work. Otherwise, go ahead and click force close, or simply wait for Windows to manually close those programs, no harm no foul.

How ever you shut down Windows 7. With a per-programed button on the the keyboard or any other fashion Windows wants all programs closed first. If you don't do it you will just have to wait for Windows 7 to close the programs and then shut down.

Your keyboard probable is not programed to work in that fashion for Windows 7.
