Strange bug with speakers

I have noticed, both on my laptop with a volume wheel and volume function keys, and my desktop, with volume control on the speakers, and on the keyboard, that when I am playing a game, I cannot alter the volume.
Using sliders in the game, I can change in-game volume levels, but not the overall level.
Has anyone else encountered this, or does anyone know how to fix it?
My laptop is running Win 7 Professional 32 bit, my desktop Home Premium 64.

Ususally a driver. can you go type device manager in search>goto the sound tab>check to see if your card is listed and if it has a yellow triangle on it. also look for any "unknown" devices and any with yellow on them
