Strange changes after April Update

On my Windows 7 desktop computer (by Mesh) the Start menu links to Office no longer work and the icons on the desktop no longer have delete, copy, personalize etc in their right click menus

A return to previous restore point put things right but now updates have arrived the problem is back again

Have checked for viruses and run Malwarebytes and all is clear

Help welcome

I think you may need to re-install your Windows, but there could be a different fix. But I personally suspect your Explorer.exe may be damaged.
