Strange IP belonging to DoD Network Info Center found in 'arp -a' cmd

I was running from a command window the " arp -a " command to find a MAC address for a device in my home network. What came up was a bit of a shock as four interfaces showed up in the result with one of them being 26.18.133.236 which when I ran it through who.is this IP shows up as belonging to DoD Network Information Center (Department of Defense) 3990 E. Broad StreetColumbus, OH 43218. Just being an old retired American I can't imagine why the DoD would be on my computer. Seems quite bizarre unless there is something I don't know about what the arp command does.

I pinged it and did a tracert on it both of which came back in 1ms to my PC's name. Paste of the results shown below. Could anyone hazard a guess at why such an IP was showing up:

LOL - thanks for the reply. It wasn't the computer as I've got dozens of OS's on this computer including Linux and other Windows versions none of which had the IP show up in the arp -a command when I'm booted up with them. I blocked that IP with the firewall and went through the registry and removed about half a dozen items with that IP in the registry - most were under 'services' if I recall. So now it no longer shows up in the arp command.

The past month or so I've been having BSOD's daily but so far none today. I've run memory tests and as a former computer tech for many years I normally have a fine tuned smooth running machine but finding that IP in the arp command is still puzzling and if I don't have any BSOD's in a few more days then I'll assume that might have had something to do with them.

But I was hoping for a bit more insight on what is normal for an 'arp -a' result and if anyone sees external IP addresses belonging to any companies or anything odd like I found.
