Strange Stuttering Windows 7

I purchased a PC, from "DinoPC" a few months back, I recently have been experiencing a few slight sessions of lag almost but it affects the whole computer. The whole computer seems to freeze for a fraction of a second, this causes the mouse cursor to seem to "jump" across the screen, to where it would move, and any video to pause over this time, and the audio emits a static noise.

Windows 7 Home Premium 64-bit
NVIDIA GeForce GT 640 2GB
Intel Core i5 3570K
Onboard 7.1 Audio (Realtek)
RAM: 8GB Corsair 1600mhz Vengeance (2x4GB)
HDD: 1TB S-ATAIII 6.0Gb/s
Corsair H60 Water Cooler
Optical Drive: 22x DVD±RW DL S-ATA
PSU: 400W Xigmatek
Motherboard: Asus P8H61-M LE/USB3

I have defragged my HDD, and had no luck, I also tried wiping the entire PC and starting with a new Windows 7, this also has had no affect, leading me to believe it could either be the hardware (Which if is the case I need to know what component as it is still under warranty). OR a possible clash of drivers causing a glitch?

From what you have explained and your specs I would suggest a better power supply.
The 400W Xigmatek is not rated as a good power supply.
You state that this problem you have effects the complete computer.
The power supply effects every thing in the computer that has a wire hooked to it.

I recommend looking at Corsair or Seasonic brands around 500W for your system. More watts hurts nothing.
Even if you didn't have a problem I would recommend replacing that power supply. Hopefully it will solve your problem. Your call.

My powersupply has had no issues up until now, do you think the Xigmatek could just suddenly start to fail like that?

Any power supply can be erratic. One that is known for questionable quality will have a better chance of being erratic.
The noise you are also hearing can also be cause by the power supply failing sending signals through the entire system.
I'm not there to see or hear what your computer is doing.
I'm just going by your post. I don't know how good the DinoPC's are but I do know the most pre-built PC have the cheapest power supplies that they can get away with.
I'm a little more concerned with power supplies than many for one reason. When a power supply goes bad it can take a lot of other things with it. Like the motherboard, video card, cpu, ect.
A quality power supply is the roots of a computer tree.

While your thinking on my suggestion their will be other members by with their opinions. Testing other hardware without a known quality power supply is a waste of time.

I'm quiet sure their will be some that will drop by just to call me paranoid and worse.
Sort through the hopefully coming other recommendation and make a decision.

What security have you on board as there has been a rash of audio problems for example caused by Malwarebytes Pro.

I am considering purchasing this one if the PSU turns out to be the problem, incase I ever want to update my hardware, any opinions on it for my system currently?

OP, you upgrade your motherboard BIOS or mess with settings there in any way shape or form?

Power supplies degrade over time so you could be in that trouble, I'd go with a 80 Plus Bronze or Silver one, 700+ W so you have to growing/degrading space. Gold is overkill and pricey, beware of one claiming Gold but too cheap.

Decent brands include: Antec, Corsair, Thermaltake, CoolMaster, Seasonic, SilverStone, etc etc.

With you Bear and I should have posted earlier too that although the volts come up ok it does not mean the current is always available. for example the car that will not start measuring volts = 13v or there abouts and try to crank it and nothing because there is not enough charge for sufficient current to flow.

Yes the HX series is my own particular favourite.

I havent touched my motherboard or edited any settings till it started to play up
