It is difficult to be sure from your screenshot, but it appears that the only tab open is that of SpeedDial. If that is so, it would be normal, because when all other tabs are closed, SpeedDial will always be shown, unless you select the button at the bottom of it for Configuring SpeedDial, and in the window that opens, select to hide SpeedDial.
