SURT will not end after repair install & update fix (per Bing Post)

Cannot update windows

Windows update cannot complete. Before solving that I need help uploading required log files.

Did not update Win7 x86 for 1 yr+ because no new software was added on this machine (primarily used for chrome/outlook). When my Finepix failed to connect tried reinstalling that then tried updating Windows. I have done repair install and used the SP1 version with convenience update (mid 2016).

After WU ran all night and was still spinning, I cancelled it. Tried again with all security programs disabled. Tried the list of fixes posted by Brink. Tried updates resets. Tried download/run SURT for 3-4 hours w/o results (spinning).

And then I tried to upload cbs log here, received "Your submission could not be processed because a security token was missing." Could this be related? I still cannot upload even if I had to email the attachement to be uploaded from another PC.
