Solved System does not complete startup, safe mode, repair, or reinstall

My computer stopped and now will not reboot. During normal reboot, gets to loading windows screen and no further. During safe mode boot, listing displays CLASSPNP.SYS installed and goes no further. Using the F8 option "Repair my computer" during startup does not display a list of recovery tools, but goes to a blank Windows screen with no cursor displayed. The Windows 7 Pro SP1 disk loads files, goes to next screen after language selection, but will not do a repair nor will it reinstall but goes to the starting Windows screen and after a few seconds to whe Windows screen with a cursor displayed. Some action is displayed a couple of times then all action seems to stop. Eventually the install language selection screen opensand after selecting "Next" then either repair or install, I am returned to the Windows screen with cursor displayde and no further action. The recently built repair disk does not do any better.

Additional notes: 1) This is second incidence. Repair using the Windows install disk fixed the problem the first time but the computer froze again after 1 day. 2) Sometines a 10 or more second delay occurs between update of system actions, although the actions entered from the keyboard and mouse are remembered and acted upon at the end of the delay period. 3) All USB ports are open. 4) Network printer recently installed but working fine hen computer working.

Hello lahines and welcome to Seven Forums.

It sounds like your computer may be having a hardware issue. Since it's a custom build I'd start by checking the basics. All cables/wires securely attached, RAM seated properly, etc. If still no joy one of the Forum experts prepared these troubleshooting guides that have some additional suggestions.

Boot problem apparently due to tv card.

Yes, I suspected a hardware problem, but wanted to present the problem to the forum since hardware problems are generally more difficult to identify thena software problems.

On a chance, I removed an ATI television card since it was not being used and had no updates for some time. When restarting, I was provided the repair options from which I loaded a recent restore file. Although the computer indicated the restore file did not load, when I restarted the comuter, as second message indicated the restore was complete. The computer now boots normaly. I have not reinstalled the card I removed to verify that it was the problem, but I'll leave well-enough alone.
