System Recovery Options window doesnt appear

Problem 1:
Computer wont boot past logo screen

Problem 2:
System Recovery Options window doesn't appear. The little box with command prompt, startup repair, etc doesn't come up at all. Tried 2 separate repair disk and repair your computer in the advance boot options list, still no luck, pc still wont boot and recovery options are still not appearing on screen. Also I have waited over an hour for it to show.

Having the same problem except involving a disc read error. My recovery or install sits on a black screen with a mouse pointer and even waiting forever it doesn't pop up

The Disk Read error is a HD problem. Does it register in BIOS? Run the HD maker's HD Diagnostic
extended CD scan followed by full Disk Check from installer/Repair CD's Command line accessed by pressing Shift + F10 at first screen after disk boots.

If disk won't boot, reset BIOS to defaults. Set HD first to boot, then trigger disk drive to boot using one-time BIOS Boot Menu key. Does it prompt to "Press any key to boot disk?"

If not burn an installer DVD to try again from Troubleshooting Windows 7 Failure to Boot, work through the steps from the top. http://www.sevenforums.com/tutorials/219487-clean-reinstall-factory-oem-windows-7-a.html#post1839164
 
Ran Hp start up test. memory passed,SMART passed, Short DST failed
