If it was previously turned off, then there are no restore points to restore from. Check what your restore point situation is. Open an elevated Command Prompt (run as admin) and type or paste.

vssadmin list shadows

Then hit Enter. It will show you all the restore points of all partitions. You need to look for the ones on the C partition. If there are none, then you cannot restore.
